This is an outdated (if that term is applicable in Lightrealms) representation of the hierarchy of Heaven, splitting, modulating and directing the seven rainbow rays derived from the Source Light.
Like with any good company, people get the positions that make them perform at their best.
So it is also in the Heavenly realms. Lord moves on to Cohan, Cohan to MahaCohan, etc.

Some explanation on the scheme above:
On the left side are the Elohim, the Elementals. They are Masters of crystaline detail and created our environment, including our wonderfully composed temples of Light, our body's.
In the middle you see the Logos, directive thought, aspect.
On the right you see the Archangels, they are keepers of the seven rainbow aspects of Light.

The Lords and Cohans can be seen as the ideal counselors for ascending the Initial stairway to heaven, to home.
The more you evolve towards reunion with Source, the less you will experience a sense of seperation from others and Source.
The Elementals provide the instruments, the Logoi provide the red line and the Archangels, Cohans and Lords provide the stairway to ascend back to Source according to the red line requirements.
The Mineral, Vegetable and Animal kingdom provide the necessary footing to keep feeling that push upward in loving service.
The Ascended Masters are Hu-man having overcome sufficient trial and tribulation to be given the opportunity to fullfill their posts in service of the Light and Hu-man-ity.
They've got their Masters degrees.
